The Honorable Luz Urbaez Weinberg

Commissioner Luz Weinberg was first elected to the City of Aventura Commission on March 1st, 2005, taking 63% of the vote in a 3-way race, and becoming the youngest and the first Hispanic ever to serve the City’s council. Luz was re-elected unopposed in 2010 and served through terms limits November 2014.

On July 3, 2013, Florida Governor Rick Scott appointed Luz to the Miami-Dade Expressway Authority (MDX) where she chaired the Public Communications and Intergovernmental Committee, and was Vice Chair of the Budget & Finance Committee. On June 11, 2018, Governor Scott re-appointed Luz to MDX, and in June 2019 fellow board members elected Luz as Treasurer of the board - the first female treasurer in the agency's 25 year history. After a COVID-hiatus, the board re-united with new members in 2021, and Luz was again unanimously elected Treasurer, and Chair of the agency's Finance & Policy Committee. Nearing the end of her gubernatorial appointment, Luz was unanimously re-appointed to serve MDX by the 13-member Miami-Dade County Commission in July 2021. Luz also served as Vice President, Treasurer and board member of the National Association of Latino Elected and Appointed Officials (NALEO) from 2009 to 2015, and was re-elected to the Board of Directors in June 2021.

Public Speaker | Team Builder

Luz is an engaging and energetic team building expert and public speaker who's been featured on FOX, CNN, C-SPAN, Univision, NBC, MSNBC, USA Today, NPR and others, on topics like the Census, the Latino Vote, broadband, transportation, the Port Miami Tunnel project, public speaking, effective communications and more. In 2013, Luz was one of only five witnesses invited to testify before the U.S. Senate Judiciary Committee Hearing, 'Working Together to Restore the Protections of the Voting Rights Act' following the U.S. Supreme Court Shelby County v. Holder decision of that year. Over four hundred of Luz's marketing and P.R. articles in English and Spanish, several opinion editorials and one book (The Port Miami Tunnel Project, Dec. 2015) have been published! Luz is currently working on her second book from the success of her Public Speaking training sessions: 'People As A Second Language.' Since 2004, Luz has brought her contagiously vibrant energy and command of a room and audience into all the successful Team Building events and programming she has developed and executed for orgnizations, executives, elected officials and youth groups throughout the USA and Canada.

Extensive Education & Experience

Luz completed her B.A. in Psychology from Florida International University (FIU) in 2002 with Magna Cum Laude honors. She later earned a Media Crisis Management Professional Certificate Program from FIU (2005), an Economic Policy Program Certificate from the Kellogg School of Management at Northwestern University (2009) and a National Leadership Program Certificate from the J.F.K. School of Government at Harvard University (2006).

Luz began her versatile career as Case Manager for Forensic Psychologist Dr. Leonard Haber, conducting psychological evaluations of high-profile criminal, family, juvenile, federal and civil court cases, as well as setting up mock trials, jury selection and trial consultation cases. She conducted psychological interviews, administered psychological tests, reviewed data/records and wrote extensive psychological evaluation reports. After 10 years, Luz took the strategic mitigation, conflict resolution, skillfull writing and peoples' skills of that exciting role into a freelance writer role at Community Newspapers, and Public Relations & Community Outreach Director roles at Aventura Hospital and CITIMED where she was quickly promoted to VP of Operations in 2008. In summer 2016, Luz served brief C.O.O. and C.E.O. transitional posts back at CITIMED before establishing dual residency between Miami and Bogotá, Colombia due to her husband's temporary 3-year post at that U.S. Embassy. Prior to their 2016 move, Luz formed GlobComm, LLC, and split her time between both countries lending her skills to various Canada and U.S. projects until their full-time return to the U.S. in September 2019.

From 2010 to 2016, Luz served as Director of Communications for French global conglomerate Bouygues Construction's civil works and building divisions' inaugural USA projects: The $1B Port Miami Tunnel and the $1B Brickell City Centre in downtown Miami. For both of these very demanding, large-scale, high-profile, heavy-impact construction projects, Luz managed the day-to-day internal communications with the thousands of employees and hundreds of sub-contractors, as well as often contentious external communications and relations with the numerous project stakeholders, members of the public, government agencies and the media. Luz successfully delivered on impact mitigation and managed project/corporate reputation at both projects, produced newsletters and technical construction progress reports, led over 100 project presentations, and executed several successful project milestones and team-building events that she single-handedly developed.

Luz is trained in crisis management, and thrives in deadline-driven, challenging, contentious environments: no matter the industry, no matter the crisis! Since setting up her solo practice in 2016, Luz has lent these talents as Consultant to several client projects across industries as C.E.O. of her firm GLOBCOMM, LLC - a Miami-Dade Certified Small Business. Consultant fees: $175ph, $1500 non-refundable retainer, and/or reduced, scope, flat-fee rate of $7,500.00 per month.

A Life of Public Service

Besides her combined 20 years of public service on the City of Aventura Commission and the MDX Board, Luz has carved out time for volunteer work on behalf of her communities and has served on the boards of Aspira of Florida, The Aspira National Association, World ORT, Aventura Charter School Advisory Board, the Aventura Marketing Council, the Aventura Police Foundation board and the National Association of Latino Elected and Appointed Officials.  Luz's volunteer work has been recognized numerous times, including a 2003 Outstanding Service Award by the Miami-Dade County Community Action Agency, a 2005, 2006 and 2007 Relay for Life Founder Service Award by the American Cancer Society and a 2010 Pace Setter of the Year Award by the National Conference of Puerto Rican Women. Her business and political acumen has also been recognized with a 2006 “Up & Comer” award by The South Florida Business Journal, a 2009 and 2013 Hispanic Achievers Award by the Florida Joint Puerto Rican Chambers of Commerce, the 2011 Woman of the Year and 2012 Elected Official of the Year Award by the South Florida Hispanic Chamber of Commerce, and the 2013 "You Make a Difference Award" by Miami-Dade Days in Tallahassee. In 2014 Hispanic Lifestyle Magazine named Luz a 'Latina of Influence,' and in 2019 Latin Times Magazine bestowed upon Luz their Mover & Shaker Leadership Award.
